Often (as a result of some updating, installing some software, etc..) 5) disabled options "Check for server certificate revocation" and "Check certificate revocation" and enabled the option "Use SSL 2.0"
6) confirmed the settings, close Internet Explorer and try to connect at this point MSN Messenger should connect easily.
